This specialty team of Lombardo & Gilles has experience in assisting firm clients with issues related to permit processing and tentative map condition compliance. This team specializes in assisting clients with design approvals, administrative permits, use permits, variances, minor and standard subdivisions and lot line adjustments through the Planning Department, together with assisting in obtaining grading and building permits that would subsequently result from the Planning Department permit approvals.
Our team's involvement in a project can begin at any point in the process from the preliminary design phase to the final approval and issuance of a permit to vest the permit approved by the Planning Department.
For example, different phases of assisting clients with a project have been as follows:
- Assist in lot line adjustment applications and subsequent record of survey preparation to record new lot lines. Subsequently, prepare grant deeds to record proper vesting of title to the lots and follow up with county assessor's office to obtain new assessor parcel numbers for newly created parcels.
- Research county or city zoning ordinances, specific plans and the city or county's general plan to determine appropriate design guidelines and restrictions for all proposed projects prior to client hiring designer/architect to prepare working drawings;
- Assist clients with any and all aspects of the application process from obtaining application materials for permits required, assisting designers and architects to help design projects that meet the requirements of the zoning ordinance and specific area land use plans, review development plans and consultant reports to insure they meet the requirements of various county/city departments, prepare initial application materials for the client, including working with consultants to insure timely delivery of consultant reports, maps and development plans and follow through with county/city agency to ensure application is completed and approved in a timely manner;
- Further assistance can be given to clients in obtaining waivers for tree removal, 30% slope waivers, biological analysis, traffic impact analysis, Pescadero Watershed issues and other miscellaneous issues that may arise due to property constraints;
- Assist clients in obtaining the necessary permits from the water management districts, as required prior to issuance of any building permits;
- Assist clients with code violation matters to obtain release of liens;
- Work with U.S. Fish and Game and U.S. Fish and Wildlife to obtain necessary permits as required by a county through the permit process;
- Provide county agencies with subsequent information requested to complete the application in preparation for approval by the appropriate hearing body;
- Review staff reports and final resolutions to insure findings and evidence and conditions of approval are consistent with different county agencies' recommendations;
- Water Transfers
- Process minor and standard subdivision applications from tentative map approval through to final map recordation. This work consists of obtaining county departments' approvals of conditions necessary to approve road and water system improvement plans and record the final map to create individual lots, which leads to approval of subsequent grading and building permits pertaining to the subdivision improvements; Assist title companies working with the client to resolve chain of title issues, easement issues and other miscellaneous items pertaining to open escrows and title files;
- Assist clients in filing appropriate appeals on projects that have been approved by the appropriate county agency in which the client is opposing because of an adverse effect to the client's property;
- Process minor permits such a re-roof, electrical and plumbing;
- Meet with county inspectors, architects, engineers and consultants onsite or at their offices to finalize development plans, grading and building permits and code enforcement issues; and
- Attend Land Use Advisory meetings, Planning Commission hearings and Board of Supervisor hearings on behalf of the client.
